Consultant - School Repair and Maintenance


Background:
Recorded to have been the worst since 1929, the 2010 Pakistan floods began after heavy monsoon rains of more than 200 millimetres during a four-day wet spell from July 27 to July 30. At one point, approximately 20 per cent of Pakistan was submerged. According to the National Disaster Management Authority (NDMA), in the four months since the floods, the impact has claimed over 1,985 lives, injured 2,946, and affected over 20.1 million people.
Save the Children’s initial six-month emergency program succeeded in responding to the immediate needs of thousands of flood affected people and helped them with immediate relief. In District Muzaffarghar of Southern Punjab the flood destroyed many schools and it affected the overall physical infrastructure of the school buildings, it damaged the schools boundary walls, Water & Sanitation facilities in the schools, furniture and other fixture, class rooms were also damaged to the extent that could not used for education services and it resulted in the discontinuation of education activities, SC is providing repair and maintenance in 46 damaged & destroyed school in the schools of District Muzaffargarh.
General Position Summary:
To ensure that the technical directions are given to site teams/contractors in terms of surveys, area identification, technical designs and to ensure that the contractors and school councils/ management committees complete work as per the specifications within the given timeframe. As a consultant for school repairing project you will be responsible to ensure the quality work in the project thorough regular checking school improvement/ development plans, work priorities and of construction material being used for the buildings in coordination through effective supervision of contractors and contracted labourers. The Consultant will be responsible for the timely completion of work in - schools that reflect a safe quality learning environment for children.

Essential Job Function:
• To conduct site surveys and layouts before initiating repair & re-construction work and develop assessment reports after thorough analysis of the data gathered.
• Working with implementing partner and Save the Children team for the reconnaissance of the sites.
• To establish a good understanding of the design of the buildings adhering to quality standards if this is planned in target schools.
• To ensure the safety of the local villagers and the project - team.
• To manage and supervise the process of hiring construction contractors - by SCS and supervise their progress.
• To test the material being used for repair and reconstruction of schools.
• To make sure that the repair and re-construction work is completed in assigned time frame.
• To supervise structural & architectural civil works and erection of roofing steel structures.
• Encourage community participation and ownership
• Ensure the effective and efficient use of all Save the Children resources in order to keep costs low and ensure safety in the workplace.
• Motivate the contractor and contracted labourers in order to complete the designated projects on time.
• Monitoring of overall repair & reconstruction activities being implemented by Save the Children-Sweden in target schools of Muzaffargarh.
• Physical verification of work done before bill payments and completion reports.
• Verification of contractors bills in accordance with contract agreement, drawings & specifications.
• Documentation of project activities keeping in mind audit of the project.
• In time reporting of project progress to line supervisor & other concerned agencies/ Govt. departments.
• Preparing and presenting presentations in case of official visitors arrival in the project area.
• Acquisition of LOAs (Letter of Allocations) and NOCs (No Objection Certificates) from concerned authorities if required.
• Collection of project completion certificate from concerned authorities.
• Issuance of project completion certificate and maintenance period completion certificates to contractors.
• Take over the projects from contractors.
• Submission of project completion report.
• Formal handing over of schools to Govt. Education Department with the checklist/ details.
• Acquisition of endorsement letter from concerned authorities.
• Liaise with Govt. Line departments & SCS’s country office.
• Comply with the requirements of Save the Children’s Child Protection Policy to ensure maximum protection for children.
Key Competencies required for this position:
• Minimum of 2-3 years’ relevant experience, preferably with child centered organizations.
• BSc Civil Engineering/ B-Tech. Hons. Civil from a recognized university / Diploma holder with extensive experience in the same field area
• Should have basic knowledge of structural engineering
• Should be well versed with supervising construction projects (especially building).
• Excellent experience and skill in construction, particularly in earthquake affected area.
• Engineering knowledge of construction in earthquake prone areas of Pakistan and/or other countries.
• Proven solid experience in logistics
• Ability to supervise contractor and contracted labourers, work with community members and also Save the Children national and international staff.
• Ability to work under pressure to achieve quality results under harsh conditions, including extreme cold, snow and rain.
• Ability to travel to remote areas of district Muzaffargarh for monitoring and onsite supervision of construction process.
• Ability to supervise labourers onsite, managing time schedules for completion of the semi-permanent structures
• Excellent spoken and written English
• Knowledge of the local languages spoken in Muzaffargarh would be an added advantage.
• Extensive knowledge of computers, including MS Word, Excel, email and internet.
• Willing and prepared to work long extended hours
